Local Government Officials and Administrators Portal
Tax records and distribution reports for the following tax types will be available in the portal beginning September 9, 2026:
- Sales and Use
- Withholding
- Digital Media
- Vending Machine
- Tire Recycling Fee
Local officials should continue to use IRMS/ARWeb and EESMC for all other business with Virginia Tax.
Log on to the Local Government Officials and Administrators portal
IRMS/ARWeb
IRMS/ARWeb is to be used by external entities to access Virginia Tax's Integrated Revenue Management System (IRMS).
EESMC
The External Entity Secure Messaging Center (EESMC) is an application for external entities to send and receive certain files and reports from Virginia Tax in a secure manner. Sales and withholding reports will be sent through the Local Government Officials and Administrators Portal, not EESMC.
VLC
The Virginia Learning Center (VLC) website is used to access the IRMS Training courses (for new employees or refresher training), as well as other training provided by Virginia Tax.
Outside Collection Agencies
Outside Collection Agencies (OCA) that partner with Virginia Tax should use this portal to manage sales and withholding tax collections. For other tax types, continue to use IRMS/ARWeb and EESMC.
Virginia Employment Commission
Certain Virginia Employment Commission (VEC) employees should use this portal to access Virginia employer withholding information. Government agencies should continue to use IRMS/ARWeb and EESMC for all other business with Virginia Tax.
